The campaign organisation of Senator Sharafadeen Alli has raised concerns over the planned use of a €55 million French Government concessional loan, valued at about ₦85 billion, secured by the Oyo State Government for the rehabilitation of healthcare facilities.
In a statement issued on Tuesday, the group alleged that Governor Seyi Makinde’s administration could divert the funds to other projects ahead of the 2027 general election.
The campaign organisation said the loan was obtained specifically to address the condition of healthcare facilities across the state and urged the governor to ensure that the money is used for its intended purpose.
According to the group, repayment of the ₦85 billion facility is expected to begin under the next administration, making transparency and accountability in its utilisation important.
The organisation also alleged that the state government had constituted a committee to determine how the funds would be spent, claiming that the move came only a few months before the general election and the end of Makinde’s tenure.
It further recalled that the Oyo State House of Assembly approved a request by the governor in June to raise a ₦200 billion bond to refinance the state’s existing debt.
The campaign group questioned the timing of the financial decisions, arguing that they could increase the financial burden on the state.
It also pointed to increased monthly allocations to the state and its 33 local government areas following the removal of the petrol subsidy, saying the additional revenue should help the government address pressing needs without unnecessary borrowing.
While stating that it would support genuine efforts to improve healthcare delivery in Oyo State, the organisation called for full disclosure of the loan arrangements.
It specifically requested details on the loan’s terms, disbursement schedule, contractors, procurement process, implementation timeline and the hospitals expected to benefit from the project.
The allegations contained in the statement were made by Senator Sharafadeen Alli’s campaign organisation; the report does not include a response from Governor Seyi Makinde or the Oyo State Government.
