Rivers State Governor Siminalayi Fubara on Friday laid out a N1.854 trillion budget proposal for 2026 before the State House of Assembly, branding it a “Budget of Resilience for Growth and Development.”
Presenting the Appropriation Bill, Fubara said the spending plan builds on his administration’s progress in infrastructure, human capital development, security, and economic growth, while keeping fiscal discipline and accountability at the core of public resource management.
He said governance had stayed on track in the state despite prevailing challenges, pointing to prudent financial management and transparency as the drivers behind Rivers’ fiscal stability.
The proposed budget projects total revenue of N1.854 trillion — a 24.49 per cent jump from the 2025 adjusted budget. Government expects the funds to flow from internally generated revenue (IGR), FAAC allocations, derivation funds, grants, loans, asset sales, and opening balances.
A breakdown shows N487.61 billion coming from IGR, while FAAC allocations — covering derivation funds, VAT, and exchange gains — will contribute N936.05 billion. Capital receipts, grants, loans, and asset sales are projected at N382.48 billion, with opening and closing balances making up the remaining N48.11 billion.
