The Federal Government has appointed Professor Emmanuel Olukemi Rotimi of Obafemi Awolowo University, Ile-Ife, to the Policy Advisory Committee supporting the Presidential Working Group on the National Policing Bill.
Rotimi was selected for his academic work on the history of policing in Nigeria, particularly his research into the country’s former decentralised police systems.
The National Policing Bill is being developed to provide a legal framework for the operation of both Federal and State Police Services, according to Nigerian Tribune.
The Presidential Working Group is chaired by the Chief of Staff to the President, Femi Gbajabiamila, and has seven weeks to produce an implementable draft of the bill for submission to the Federal Ministry of Justice.
The Policy Advisory Committee, which Rotimi now joins, is led by retired Justice Mohammed Abdullahi Liman. The committee is responsible for providing policy guidance, directing the drafting process, and reviewing the bill’s contents before it is finalised.
Rotimi, a professor in the Department of History at OAU, has spent years studying Nigeria’s policing history — from colonial and post-colonial policy shifts to the struggles of earlier local police institutions.
His master’s research focused on the Native Administration Police Forces in Western Nigeria between 1905 and 1951, while his doctoral work expanded the scope to cover similar forces across Nigeria from 1900 to 1970.
He is also the author of The Police in a Federal State: The Nigerian Experience (2001), which examined the origin, organisation, and eventual abolition of Native Authority and Local Government police forces.
