The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has cleared Chief of Staff to President Bola Tinubu, Femi Gbajabiamila, of any involvement in the appointment of Adeniyi Adeyemi as head of the purported Presidential Foreign Investment Promotion Council (PFIPC).
The commission’s findings are contained in an interim report submitted to President Tinubu on August 6 and obtained by Premium Times on Tuesday. The probe was ordered by the President following revelations about the PFIPC’s activities.
According to the report, Adeyemi was never appointed by the Federal Government, and the PFIPC itself has no legal backing. Investigators say Adeyemi allegedly forged an appointment letter dated March 2024 on a State House letterhead, bearing a signature falsely presented as Gbajabiamila’s.
The ICPC found no record of Gbajabiamila appointing Adeyemi or dealing with him in any capacity tied to the alleged agency. It also found no connection between the Office of the Chief of Staff, the State House, and either Adeyemi or the PFIPC.
Investigators explained that the Chief of Staff’s office does not issue appointment letters for heads of government MDAs — that function belongs to the Office of the Secretary to the Government of the Federation, with the Chief of Staff’s office only transmitting presidential approvals.
A check of the office’s dispatch system and electronic correspondence platform turned up no communication involving Adeyemi or the PFIPC between 2024 and September 2025.
The ICPC also unravelled how Adeyemi allegedly tried to legitimize the fake agency. One document — a letter requesting an administrative code from the Office of the Accountant-General of the Federation — was signed by someone identified as Akanbi Adewale, purportedly a Director of Administration and Support Services at the State House. But investigators found no State House staffer by that name in that role, and noted the State House has no such department — only an Administration Department.
A forensic review further showed inconsistencies between Adeyemi’s letterhead and genuine State House letterheads, including missing security features. The signature attributed to Adewale, investigators said, was actually produced by Adeyemi himself, and handwriting analysis linked several other PFIPC documents to the same person.
Crucially, the signature attributed to Gbajabiamila on the fake appointment letter did not match his official specimen signature on file, the ICPC confirmed.
