Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate, Obafemi Hamzat, has unveiled a 100-point manifesto promising better transportation, affordable housing, improved healthcare and stronger security if elected governor in 2027.
Titled The Lagos Promise, the document was presented on Friday at the Wole Soyinka Centre for Culture and Creative Arts, formerly the National Theatre, in Iganmu, Lagos. His campaign song was also unveiled at the event.
The manifesto is built around seven areas: People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity. Hamzat said it contains commitments against which residents can measure his administration.
Transportation
Hamzat pledged to raise the number of public buses in Lagos from 1,000 to 4,000, with a target of moving one million passengers daily.
He also promised to expand the rail network, connect the Blue and Red lines at the National Theatre Station, and work with the Federal Government to extend the Green Line from Marina. His administration, he said, would also pursue the Fourth Mainland Bridge and improve road connections across the state.
On water transport, he promised an additional 140 kilometres of waterways, improvements to 15 ferry routes, rehabilitation of 27 ferry terminals and 75 electric ferries.
“Lagos is a water state. The lagoon must therefore be our third highway. One ticket, one timetable, one integrated service across rail, road and water,” he said.
Housing
Hamzat promised to complete housing projects across the state and introduce homeownership schemes through partnerships with developers. He also pledged mortgage arrangements with a 10 per cent initial deposit, single-digit interest rates and longer repayment periods.
Healthcare
The deputy governor said he would increase maternal and child centres from 10 to 15 and expand enrolment in the Ilera Eko health insurance scheme to cover one in every three Lagos residents.
He promised to deliver the 150-bed Massey Children’s Hospital and a 280-bed general hospital, and to complete the 150-bed Shomolu General Hospital. He also pledged general hospitals in Ogombo and Ibeju-Lekki and the upgrade of 100 primary healthcare centres.
Education, business and jobs
In education, he promised to improve learning in public schools, train teachers and review their pay.
For businesses, he outlined plans to simplify government charges, improve access to credit and cut the cost of obtaining permits. He also pledged a business registration system and six- to 12-month workplace training for vocational trainees, with the government covering 40 per cent of their stipends.
Security and utilities
Hamzat promised to extend the Lagos State Neighbourhood Safety Agency to every ward across the state’s 20 local government areas and 37 local council development areas. He said his administration would install more streetlights and CCTV cameras, recruit security personnel and set up a body to investigate complaints against officers.
On water, he pledged to complete a 17-million-gallon treatment facility to serve an additional six million residents, rehabilitate 24 waterworks and improve waste collection.
Sanwo-Olu endorses Hamzat
Governor Babajide Sanwo-Olu endorsed Hamzat as his successor at the event, citing his experience in government. He noted that his deputy served as a commissioner under previous administrations before becoming deputy governor in 2019, and said continuity would allow the state to complete ongoing projects.
“Asiwaju Bola Ahmed Tinubu ran the first leg. When he passed the baton in 2007, he passed it to Babatunde Raji Fashola, who had been running beside him as his Chief of Staff,” he said.
Recalling former governor Akinwunmi Ambode’s contributions, he added: “No deputy governor in the history of this state has ever been handed the baton. Lagosians have never before been offered a man who ran this long, this close, beside the governor he hopes to succeed.”
Lagos APC chairman, Cornelius Ojelabi, described the manifesto as an agreement between the party, its candidate and voters. “A manifesto is a covenant between a political party, its candidate and the electorate. It is a commitment to translate vision into action and promises into tangible results,” he said.
Former Lagos deputy governor, Sarah Sosan, who represented the Governance Advisory Council, also backed Hamzat.
Director-general of the PBAT-KOH Campaign Council, Musiliu Obanikoro, said the campaign would focus on development, security, healthcare, jobs and residents’ participation in governance. He urged party members to work together ahead of the election.
Former Lagos governor Babatunde Fashola and Speaker of the Lagos State House of Assembly, Mudashiru Obasa, were among those present, alongside political office holders, traditional rulers and party supporters.
The campaign also announced its website, www.koh.2027.ng, and social media handle, @officialkoh2027, with red and blue as its campaign colours.
