The Nigerian Civil Aviation Authority (NCAA) has slammed RwandAir with a ₦15 million fine over its failure to properly handle a passenger’s baggage complaint.
Beyond the fine, the airline has also been directed to replace the passenger’s damaged bag and pay $170 as first-need compensation.
NCAA spokesperson Michael Achimugu disclosed the sanction in a post on his personal X handle on Friday.
The regulator said the penalty was triggered by RwandAir’s failure to resolve the baggage complaint within the timeframe required under Nigeria’s consumer protection rules for the aviation sector.
According to the NCAA, the $170 compensation and baggage replacement were mandated under Part 19 of the NCAA Regulations 2023, which sets out remedies for passengers affected by baggage-related issues.
The authority explained that the sanction forms part of its broader push to ensure airlines operating in Nigeria respect passenger rights and treat complaints within the required period.
In a statement, the NCAA said: “The NCAA has sanctioned RwandAir for consumer protection-related infractions. The airline has been fined a sum of Fifteen Million Naira for its failure to resolve a baggage issue within the stipulated timeframe. In addition, RwandAir has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”
The NCAA has repeatedly taken action against both domestic and foreign airlines over consumer protection breaches. In February 2025, five carriers — Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors, and Air Peace — were sanctioned for various infractions.
The latest sanction comes just about a week after the NCAA warned airlines that delays in processing passenger refunds beyond the timeframe stipulated in Part 19 of the NCAA Regulations 2023 would attract penalties.
