Amnesty International has called for the outright abolition of the US Immigration and Customs Enforcement agency (ICE), accusing it of widespread human rights violations under President Donald Trump’s immigration crackdown.
The call is contained in a new report titled “We Had Whistles, They Had Guns,” released Thursday by the international rights watchdog.
The report’s release comes barely a week after a Venezuelan migrant, Wilber Garces Perez, was shot and wounded by an ICE agent in Austin, Texas — an incident that has reignited public anger over the agency’s tactics.
It also follows the deaths of two Americans, Renee Good and Alex Pretti, both 37, who were shot by federal agents in Minneapolis in January, sparking nationwide outrage.
Director of Amnesty International USA, Nadia Daar, said armed and masked federal agents were endangering, rather than protecting, communities.
“Masked and armed federal agents attacking people in the streets with impunity doesn’t make our communities safer — it puts everyone in danger,” Daar said.
According to Amnesty, the findings are drawn from more than 150 testimonies collected between March and June across four major US cities where ICE has concentrated its operations.
“ICE is fundamentally broken and cannot be fixed,” Daar stated. “For the U.S. government to have an immigration enforcement system that complies with international human rights law and standards, ICE needs to be abolished and we need to start over.”
The rights group further alleged that the Trump administration is running a system of mass detention and deportation driven by what it described as racist and xenophobic rhetoric, aimed at removing as many migrants, asylum seekers, and refugees as possible from the United States.
ICE and the Department of Homeland Security are yet to respond to requests for comment on the report’s findings.
